With only 40 seconds to neutralize the bombs, you have to move quickly! Press L1+R1 to pick up the bombs when they're in range to throw them, then press R1 to finish them off.

This Side Mission will only be unlocked when you complete all the Black Cat Stakeout. You will automatically get the prompt for this Side Mission upon getting the last Black Cat figurine.
